I definitely think we need to have them, and I think most of the ways you have suggested would work fine. Aside from giving them just for stat alignment we can also hand them out for things like reaching a certain number of wins, doing combat specific tasks a certain amount of times, and things like that. We could also award them for participating in big events (sagas) and things of that nature.

I'd also say, we should probably just term some of the racial abilities as perks as well, and handle them in the same system.
