The technique list is completed. I decided to forgo tiers for all techniques that are not Energy. For Energy Techniques there are currently Six Tiers.

It's been three weeks since I started the Technique List, it's taking longer than expected as I get little done during the weekends and the thoroughness of the list as well. I have completed the list and am now working on putting the techniques into different Tiers. I should finish this step tomorrow, afterward, I'll start creating the pages.
